á  Fundamental teaching and learning needs and specific academic problems of low-achieving students

á  Description of before-school, after-school, during the summer, and/or during an extension of the school year

á  Description of technical assistance accessed by the LEA

á  Description of strategies used to promote effective parent involvement

Deferment of Title I funds until agreement for achieving progress is attained between the Iowa Department of Education and the identified District in Need of Assistance at the corrective action stage and addressing the following:

á  Identification of outside technical assistance used (e.g., Iowa Support System for Schools and Districts in Need of Assistance)

á  Demonstration of allocation of 10% of Title I funds for professional development in identified areas

á  Use of Action Plan format provided by the Iowa Department of Education addressing the following:

á  Specific measurable goals

á  Fundamental teaching and learning needs and specific academic problems of low-achieving students

á  Scientifically based research strategies

á  Actions to achieve use of those strategies

á  Professional development, including allocation of 10% of Title I funds for professional development

á  Description of  any before-school, after-school, during the summer, and/or during an extension of the school year

á  Description of strategies used to promote effective parent involvement
