EXTRACURRICULAR ACTIVITIES CODE OF
CONDUCT
It
is the belief of the Atlantic High School that participation in school
activities is a privilege. School
activities provide the benefits of promoting additional interests and abilities
in the students during their school years and for a lifetime.
Students
who participate in extracurricular activities should display highest character
while serving as ambassadors of the school district throughout the calendar
year, whether away from school or at school. Students who wish to have the privilege of participating in
extracurricular activities must conduct themselves in accordance with board
policy and must refrain from activities which are
illegal or violate the Code of Conduct.
Students
who fail to abide by this policy and the administrative regulations supporting
it may be subject to disciplinary measures. The principal (or designee) shall keep records of violations
of the Good Conduct Rule.
It
shall be the responsibility of the superintendent (or designee) to adopt rules and regulations for school
activities. Students wanting to participate in
school activities must meet the requirements
set out by the school district for participation in the activity.
The
following activities are covered by the board's policy and these rules:
athletics, instrumental and vocal music performances, drama productions, speech
contests, FFA, National Honor Society, all co-curricular clubs (e.g., Spanish
Club), all honorary and elected offices
(e.g., Homecoming King/Queen/court, graduation speaker, class officer,
student government officer or representative), state contests and performances
for cheerleading or any other activity where the student represents the school
district outside the classroom.
Academic Eligibility, Scholarship Rule
36.15(2)
To
be eligible for an activity, students participating must:
-be enrolled or dual-enrolled in Atlantic High School;
-have earned passing grades in all classes and making
adequate progress toward graduation at the end of each
semester;
-be earning passing grades in all classes and taking at least
five full-credit classes
in the current semester;
-for students in athletics, music, or speech activities, be
under 20 years of age;
-for students in athletics, music, or speech activities, be
enrolled in high school for
eight semesters or less;
-for students in athletics, have not been a member of a
college squad nor trained
with a college
squad, nor participated in a college contest nor engaged in
the sport professionally
-have met all transfer requirements, if the student is a
transfer student, or be
eligible
under state law and regulations if the student is an open enrollment
student.

Special
education students or students covered by a Section 504 plan shall not be
denied eligibility on the basis of scholarship if the student is making
adequate progress, as determined by the (staffing team) towards the goals and
objectives on the studentÕs IEP or accommodation plan.
Penalties for the Scholarship Rule
36.15(2)
All
penalties will be enforced in compliance with the Scholarship Rule
36.15(2). Overview of those
penalties:
-Students
involved with fine arts, club activities and athletics (current or next sport)
will serve a 30 calendar day penalty. Penalty starting point will be
determined by the studentÕs activities. Timeframe charts for
the 2008-2009 school year.

Study Table
Atlantic
High School, in an attempt to assist students with academic performance, has
established a weekly Study Table.
This Study Table will be available to all students and is mandatory for
students involved in activities who have received a failing grade or progress
report. The grade or progress
report will be reviewed every four and one-half weeks. Study Table will be offered each Wednesday
morning (7:15 – 8:00 am) and after school (3:15 to 4:00 pm). Any student who is involved in
activities that doesnÕt attend Study Table (3 out of 4 weeks), will be withheld
from their current or future activities) until the Study Table obligation
standards are met.
Good Conduct Rule
To
retain eligibility for participation in Atlantic High School extracurricular
activities, students must conduct themselves as good citizens both in and out
of school at all times. Students who represent the school in an activity are expected to serve as good role models to other
students and to the members of the community.
Any
student who admits to or who is found by the administration to have used or to
have been in possession or control of an alcoholic beverage (as defined in
Chapter 123 of the 1999 Code of Iowa)
or a controlled substance (as defined in Chapter 124 of the 1999 Code of Iowa), or who admits to or who is found by the
administration to have used or possessed cigarettes or tobacco products (as
defined in Chapter 453A of the 1999 Code
of Iowa) or to have committed any criminal offense (other than minor
traffic violations), shall be ineligible
for public performances in his/her current extracurricular activities.
Ineligibility
may occur within 12 months if a violation occurs at the end of a season in
which the total ineligibility period cannot be served. The ineligibility period
would then carry over into the studentÕs next season of participation. Any season in which an ineligibility
period is served must be successfully completed, or the period of ineligibility
will be extended to the next season of participation. If the student is not currently engaged in an activity, the ineligibility
period would be served in his/her next season of participation. The maximum ineligibility period would
cover 12 months.

If
a student transfers in from another school district and the student had not yet
completed a period of ineligibility for a violation of a Good Conduct Rule in
the previous school, the student shall be ineligible until the ineligibility
has been completed at Atlantic High School as determined by the administration.
Penalties
Violations of the Good Conduct Rule will
be cumulative within the student's high school career. When the administration believes it is more likely than not that
the student violated the Good Conduct Rule, during the school year or summer,
the student is subject to a loss of eligibility as follows:
First
Offense: 25% loss of
eligibility
The
student will not be permitted to dress for, or participate in, 25% of
consecutive contests or performances of the activities in which he/she
participates after the violation.
Second
Offense: 50% loss of
eligibility
The
student will not be permitted to dress for, or participate in, 50% of
consecutive contests or performances of the activities in which he/she
participates after the violation.
Third
Offense: 75% loss of
eligibility
The
student will not be permitted to dress for, or participate in, 75% of
consecutive contests or performances of the activities in which he/she
participates
after the violation.
Fourth
or More Offenses: 12 month loss of eligibility
The
student will not be permitted to dress for, or participate in, activities for a
period of 12 months after the violation.
Refer
to the "Activities - Number
of Contests/ PerformancesÓ schedule that follows for the number of ineligible
contests/performances per activity.
An
ineligible student shall attend all practices or rehearsals but may not Òsuit
upÓ for, nor perform/participate in, the assigned number of consecutive
ineligible contests/ performances. The practice/rehearsals guideline may be
waived if agreed to by student, coach/sponsor, and administrator.

Example
of activities to be missed for a student in multiple activities.
Ineligible
student is in vocal music and girls basketball - penalty (with no reduction) 4
(vocal) + 5 (girls basketball) = 9 events divided by 2 activities would equal
4.5 activities. Student would miss
the next 4 activities (could be 1 vocal event/3 basketball games).

Reduction in Penalty
A student may receive a reduction in
penalty when the following conditions are met:
1) A
student may receive a reduction in penalty if there is admission prior to
determination. If a student comes
forward to a coach/director, administrator, or activity sponsor to admit
(self-report) a violation of the extracurricular activities code of conduct
policy prior to the finding of guilt by the administration, the student's
penalty may be reduced (as listed below).
2) A
student may receive a reduction in penalty if the student agrees to complete an
established number of hours of Òschool service.Ó The type of Òschool serviceÓ will be determined and agreed
upon by the student and administrator of Atlantic High School. The number of hours of "school serviceÓ are listed below.
3) A
student may receive a reduction in penalty if the student agrees to complete an
educational component(s). The
educational component(s) could include, (but is not limited to any of the
following): an evaluation and treatment process (at student's expense),
research, reading, viewing of informational video(s) or written testing. The educational component(s) will be
determined and agreed upon by the student, parent/guardian, and an
administrator of the Atlantic High School. The educational component(s) is listed below with the
offenses.
First Offense - 1/2 Reduction of loss of eligibility

Appeal Process
Level
1 - The Principal and/or Assistant Principal/Activities Director are the
first level of the investigation in the code of conduct. If the student and/or parents/guardians
are not in agreement with the decision of level 1, they have the right to
appeal in writing to level 2 within 5 days.

Level 2 -
The Superintendent will give written response to the student and/or parents/guardians
within 5 days. If the student and/or parents/guardians are not in agreement
with the decision of level 2, they have the right to appeal in writing to level
3 within 5 days.
Level
3 - The Board of Education will schedule a closed session hearing of the
case within 5 days of the receipt of the appeal. The Board of Education will give written response to the
student and/or parents/guardians within 5 days of the closed session hearing.
Other
The
school will act on alleged violations of this code that are reported by law
enforcement authorities, by a parent or guardian of a student involved, an
admission by a student, or by an individual who has personal knowledge about a
violation.
Each
activity sponsor, director, or coach has the prerogative to add additional
regulations pertaining to the activity that will enhance a studentÕs
performance. These regulations and
resulting consequences may not conflict with, or supersede, this code. Examples of additional regulations
would include the following: diet, safety, physical training rules, curfew,
attendance, etc. A copy of these
rules should be filed with the Activities Director and given to each
participant before the activity begins.
